"The first priority of any Web page/site should be that it has a purpose and then has copy/content that will advance that purpose." The author, Stephen Traub, then proceeds to recommend you start your markup in HTML 2.0, then add images, some tags from HTML 4.0, tables, JavaScript, etc., sparingly, always keeping the concept that creating two separate pages for low and high bandwidth or for specific browsers is unnecessary. He also has a section on CSS.
